I have the honour to transmit herewith the enclosed copy of a Protest by the Honourable T. H. Whitehead, Member of the Legislative Council of this Colony, with reference to the Estimates for Public Works Extraordinary for the year 1900, which he laid on the table at a meeting of Legislative Council held on the 30th ultimo, and which has been published in the local press.
2. With regard to the questions raised by Mr. Whitehead in this Protest, I have the honour to submit the following observations thereon for your consideration.
3. Paragraphs (1) and (2). These call for no remark, Mr. Whitehead here lays emphasis on the elasticity of the revenues of this Colony to which attention has been so frequently called.
